The concept of competence i associated with an organisation's ability t demonstrate its integrity and understanding of it procedures and capability to plan, to be proactive and to ensure that its technical and managemer systems are effective in meeting the organisation' objectives and vision. In this way, industry am governments can have greater confidence in thi products and services delivered by accreditee organizations and their clients.
This year's activities will mirror the success c International Accreditation Day 2008, which sa\ major promotional events, seminars for Industr and Regulatory officials, and press campaigns i over 50 countries worldwide. ILAC and IAF ar grateful to the major international specifiers
Regulatory bodies and stakeholders for their continued support of International Accreditation Day, that has added greater value to the activities organised by national accreditation bodies and the conformity assessment body community.
These events have contributed to a greater recognition of accreditation, in particular from national Regulators, who are adopting accreditation as a mechanism to deliver credible solutions that can support or act as an alternative to Legislation. This has been borne out by a recent survey of National Accreditation Bodies which reported 68% acceptance levels of accredited services, an increase of 27% since 2002.
There is growing recognition of both the value of accreditation and the ILAC and IAF multilateral agreements which now operate throughout many economies. For example, a new Regulation in Europe provides a legal framework for the provision of accreditation services within the Community. EA has been tasked to act as the coordinating organisation. In the Asia-Pacific region, APEC has endorsed accreditation, with APLAC and PAC recognised as APEC specialised regional bodies. Accreditation is now used to underpin the conformity assessment component of the APEC agreements. ASEAN, with its ten member states, has included accreditation in the ASEAN sectoral MRA for electrical and electronic equipment as a means of meeting the mandatory requirements of each member and to facilitate the implementation of the ASEAN Free Trade Area. In the Americas, the IAAC has successfully communicated the value of accreditation to Regulators and government entities to ensure that they are increasingly relying on results from accredited laboratories to meet their mandatory requirements in areas as diverse as food safety, environmental protection, toy safety, and the quality of concrete, steel, electrical products and a variety of other products and services.
As we look to the future, the work of ILAC and IAF will seek to build on this recognition from Regulators and industry, continue the development of accreditation frameworks in the developing economies, and to further develop closer co-operation between ILAC and IAF with the aim of strengthening the multilateral mutual international recognition through their respective Arrangement and MLA.

on the occasion of the 15th anniversary of the Slovak National Accreditation Service
{mosimage}The first 15 years of a person's life are an important stage, during which enormous changes take place. During this period following its birth, the infant becomes an almost mature individual with knowledge learned at school and some experience of life. He or she find themselves on the threshold of adulthood and active service to society.
SNAS has also gone through a similar process in its development. Since 1.1.1994, the originally established Slovak National Accreditation System (SNAS) has gone through several stages, from being an independent department of accreditation within the Office of Standards, Metrology and Testing of the Slovak Republic (UNMS SR), through technical accreditation committees (TVA - SNAS), which provided assessment for the purpose of accreditation in the different fields, to the present form of a subsidised organisation set up by UNMS SR under the name of the Slovak National Accreditation Service (SNAS). This form is also currently undergoing changes with regard to the prepared bill on accreditation.
From the very beginning SNAS has been the only national accreditation body in the Slovak Republic and it provides accreditation for legal and physical entities in practically all fields (testing laboratories, calibration laboratories, certification bodies certifying management systems, products, persons, inspection bodies, EMAS verifiers, attestators, GLP and the fulfilment of authorisation/notification requirements).
In the international field SNAS was one of the founding members of ILAC and it gradually became a full and active member of other international organisations of associated accreditation bodies -EA, IAF and FAB. Apart from this, it is a signatory to multilateral agreements and arrangements of these international organisations (MRA a MLA), which ensures acceptance of the accredited activities of Slovak bodies abroad. SNAS has won international recognition on the basis of its long-term activities and strict observance of the provisions of international standards, regulations and documents. It is an equal partner of accreditation bodies that are signatories of MRA/MLA EA, ILAC and IAF, which has been confirmed by its successive successful evaluations in the different fields of accreditation. Interest in its services has gradually been shown not only by clients from countries within the EU, but also beyond its borders. SNAS has accepted applications and, within the bounds of its possibilities and capacity, performed accreditation beyond the borders of the Slovak Republic in compliance with the principles of cross-frontier accreditation. Last, but not least, SNAS is currently actively participating in international projects aimed at assisting the establishment of accreditation bodies.
We can state that this success and acceptance abroad is the result of the work of our highly professional and qualified team of SNAS employees, including external workers, who have gradually improved their knowledge of accreditation activities through training by experts and lecturers from home and abroad, active participation in the work of EA, ILAC and IAF committees and working groups and also through their own experience in the process of accreditation.
Several SNAS employees have been trained by EA and they are appointed members of EA evaluation teams for peer evaluation.
Naturally, in the life of SNAS there have been problems that have been solved as they arise by adopting effective measures. We are successful in carrying out the tasks required of an accreditation body and maintaining the standard of services provided.
Since 2007 SNAS has had its own trade-union organisation, which has helped to strengthen the team spirit and improve interpersonal relations not only at work, but also in civil defence and sporting events and fitness activities. Working with people is demanding and it is necessary for all employees to work as a team if we are to fulfil the mission of SNAS and carry out its tasks.
SNAS keeps track of developments in the field of accreditation and gradually provides accreditation in new fields of specific activities. It continues to build up its own infrastructure; it is completing the preparation of its own employees and cooperates with the ministries of the Slovak Republic to meet their needs within the framework of their authorisation activities.
Essential to SNAS are the approximately 500 external workers that SNAS is training and who make an important contribution to the process of assessment.
The significance of accreditation in practice is also confirmed by the joint communique of ILAC and IAF from 2008, which established the International Day of Accreditation. June 9th was set as the official date for this worldwide occasion.
The seriousness and importance of accreditation has also recently been confirmed by the approval of Regulation no. 765/2008 of the European Parliament and of the Council, which strengthens the position of the national accreditation bodies in the EU Member States. The Regulation recommends the existence of a single accreditation body within the state, which in the performance of its duties will be considered a body executing public power and using accreditation as an instrument to confirm technical competence of conformity assessment bodies in the regulated sphere.
With regard to the above-mentioned regulation, a draft bill on accreditation is being prepared, which will define the status of the accreditation body - SNAS, its accreditation activities, as well as the change in the legal form of SNAS.

I am glad that after 15 years we can claim that SNAS has all the necessary resources and prerequisites for the fulfilment of such a vision.

SNAS Activities in 2008
{mosimage}The Slovak National Accreditation Service, as a state-subsidized organization, is the sole national accreditation body recognized by the Government of the Slovak Republic, with the right to issue accreditation certificates in accordance with Article 22, paragraph 1 and to perform activities under Article 23 of Act No 264/1999 Coll. on technical requirements for products and conformity assessment as amended.
The activities of the Slovak National Accreditation Service play a significant role in the national system of conformity assessment in the process of accreditation of legal and physical persons operating in the regulated and non-regulated areas.
The key tasks
The main tasks of the Slovak National Accreditation Service in 2008 were to provide high-quality accreditation services for everyone who applied, in all the areas of activities where the accreditation is practicable, reasonable, and does not violate any legal regulation.
Accreditation services in twelve areas were provided in 2008:
- Accreditation of calibration laboratories
- Accreditation of testing laboratories
- Accreditation of medical laboratories
- Accreditation of the proficiency testing organizers
- Accreditation of inspection bodies
- Accreditation of certification bodies certifying products

Overview of accreditation services provided in 2006 - 2008
An important task of the Slovak National Accreditation Service in 2008 was to prepare a special law on accreditation in line with the new policies of the European Commission in this field. The law is supposed to address the issue of transformation of the Slovak National Accreditation Service from a state-subsidized organization into the new legal form. With the Law on accreditation, the Slovak Republic would meet the requirements of the Regulation (EC) No 765/2008 of the European Parliament and of the Council of 9 July 2008 setting out the requirements for accreditation and market surveillance related to the marketing of products, approved in July 2008, on the designation of a sole national accreditation body to carry out accreditation on the basis of the powers granted by the State. With the new law, the accreditation procedure will be more thorough, clear and will contain all the legal institutes and aspects that were either not addressed in the current legislation - Act No. 264/1999 Coll., or were addressed only marginally, and which no longer fulfilled requirements for accreditation bodies. It is expected that the law will be passed in 2009.
Among the major tasks of the Slovak Accreditation Service in 2008 was a systematic observance of the policies for the transition or introduction of new versions or new standards that define criteria and requirements for accreditation. The transition period for the introduction of accreditation of medical laboratories according to ISO 15189: 2007 was completed. In the area of accreditation of certification bodies for the certification of management systems, the Slovak National Accreditation Service has successfully completed a two-year transition period for the implementation of the new international standard ISO / IEC 17021: 2006.
Regarding the sectoral accreditation schemes, specifically in the area of management of health and safety at work, the Slovak National Accreditation Service worked out the policy of transition to the new standard OHSAS 18001: 2007. In accordance with this policy, the assessments of this standard were carried out during the transition period, which will expire on July 15, 2009. The new international standard EN ISO 9001:2008 came into force in November 2008. In this context, the Slovak National Accreditation Service started preparations to ensure the assessment of certification bodies, which have been accredited to perform certification according to the previous version of this standard.

CIS countries have expressed interest in our work, as evidenced by increasing cooperation with the accreditation bodies in these countries.
The adoption of Regulation (EC) No 765/2008 of the European Parliament and of the Council setting out the requirements for accreditation and market surveillance relating to the marketing of products has increased the importance of the accreditation body and the accreditation activities. This is a key legislation of the European Communities, which has strengthened the importance of accreditation in the European context. The new regulation has established a comprehensive framework for accreditation, and it has set out the principles of its implementation and organization within the European Communities.
Economy and the Budget Execution
The Slovak National Accreditation Service is a state-subsidized organization. The operational costs, as well as the acquisition of tangible investment and international cooperation activities are borne solely from its own revenues, with no contribution from the state budget. Exceptions are the annual membership contributions to the international organizations I LAC, IAF and EA, which according to Act No 264/1999 Coll., as amended, are paid on behalf of the Slovak National Accreditation Service by the Ministry of Economy of the Slovak Republic. The main revenues are receipts for the accreditation services, which is the main activity of the Slovak National Accreditation Service.
Budget year 2008 was, from the point of view of accountancy, very demanding for the Slovak National Accreditation Service. During this period, it was necessary to cope with two significant changes - the transition to accrual accounting and the preparation for the introduction of the new currency - the Euro. In the transition to the Euro, the Slovak National Accreditation Service had to organize dual display of prices according to the fixed exchange rate as of July 1, 2008.

The presentation is divided into four parts. The first part gives brief information on activities of the Czech Accreditation Institute; the second part presents an overview of the tasks required by the new European legislation in the field of accreditation. The third part of the presentation consists of a concise list of new services introduced in 2008 in the Czech accreditation system managed by the Czech Accreditation Institute (CAI) and the fourth part is a list of seminars organised by CAI for accredited bodies in the second half of 2009. Slovak bodies can also participate in these seminars.

The technical committee TK 22 Quality is a mirror committee to the international ISC7TC 176 and CEN/SS F20 committees. Technical standardisation in the field of quality management systems, as well as standardisation of quality management in the separate sectors falls into its field of competence. Conformity assessment on the national level is within the competence of the TK 107 technical committee, which is a mirror committee to the international ISO/CASCO and CEN/CLC/TC 1 committees, of which SUTN is a member.
The aim of the mirror technical committees is to harmonise work in the relevant fields of technical standardisation with the plan of work on a European and international level. The priority is to include the technical standard on time and offer it for use by REPLACEing it into the system of Slovak Technical Standards (STN).

The importance of accreditation and accredited conformity assessment in agriculture has recently risen significantly. Several important factors are involved in this. Firstly, it is the new European legislation concerning food safety, which of course includes agriculture, as an important link in the food chain - a source of foodstuffs and also connecting inputs into agricultural production through fodder, veterinary medicines, genetic modification, fertilisers, irrigation and protective substances. In accordance with the EU regulation, all the official laboratories participating in this field should be accredited according to EN ISO/IEC 17025. Further, it is European legislation in the field of ecological agriculture, which requires accreditation of interested certification bodies according to EN 45011. Voluntary accredited certification of food safety management systems according to ISO 22000 and product certification according to private certification schemes Eurep - GAP, BRC and IFS, supported mainly by the chain stores, are becoming of significant importance. It can be said that thanks to the long-term activities of SNAS and the Ministry of Agriculture, Slovakia has succeeded in meeting all the requirements for verifying the competence of interested organisations arising from the European legislation and is in line with the new trends in the field of the assessment of safety and quality management systems.

In the future we can forsee two basic complications for the inspection bodies - the introduction and application of the Guide for Accreditation of Notified Bodies on the national level and revision of the ISO/IEC 17020 standard aiming at strengthening pro-client principles according to ISO 9001 at the expense of impartiality and professional competence of inspection bodies. It is necessary to participate actively in these processes.
